Human rights are loosing their popularity among population and state officials in Russia and aborad due to many reasons, which need to be investigated. The analysis of human rights discourse in rhetorical terms requires to pay attention to its adresser (author, disseminator, rhetor), addressee (audience, receiver) and the message (text, narrative) itself, and to look for flaws in all these links of the chain of rhetorical act. The idea of human rights will be in more demand if the the promotion of human rights will be supplemented by a philosophical justification of their origin, which would go beoynd the dogma of their natural history and explain their value as a result of communicative exchange and social contract, aimed at public good and individual safety.
