Механизмы организации пассажирских перевозок по федеральному закону 220-ФЗ

In 2015 the Federal Act № 220-FZ «On organization of regular public transportation services...» has been introduced in Russia. This act has clarified the role of public transport authorities and the methods to involve and finance public transport operators. This study provides an 227 overview of approaches for contracting of public transport services under the 220-FZ legislation. This paper has been divided into three parts. The first one will overview the role of the legislation in overall public transport regulatory system in Russia. The second section is concerned with regulation of interregional bus services. The third section will examine the regulation of bordering interregional routes, intermunicipal and municipal routes.
