Legally established responsibilities of the state in the field of culture are the starting point for the provision of state support for cultural activities, including its budget financing.
With the purpose of analyzing regional legislation to determine the composition of state responsibilities of the subjects of the Russian Federation in the sphere of culture, the legislative base of all subjects of the Russian Federation was studied (as of 15.04.2014 - 83 subjects of the Russian Federation).
Based on the results of the study, conclusions were drawn.
- the general problem of the legislation in the field of culture is the declarativeness and inconsistency of the wording of the relevant norms, which often does not allow us to clearly define whether there is a direct duty in the law for budget financing of this type of cultural activity.
- gaps noted in the federal legislation relating to the support of performing arts, cultural and recreational activities, intangible cultural heritage) are also characteristic of the legislative framework of most constituent entities of the Russian Federation.
- there are examples of subjects of the Russian Federation with a more developed legislative framework in the sphere of culture in relation to federal legislation, which, undoubtedly, can be used to improve federal and regional legislation in the field of culture in order to form a complete and clear system of state duties entailing their budgetary financing.
