HSE Researchers Discover Who Eats Out in Russia-And Why
Around one-third of Russians (31.3%) rarely eat out or buy ready-made meals. The core group of active consumers—those who eat out or purchase prepared food almost every day or several times a week—accounts for only about 9% of the population. These are the findings of a study conducted by the HSE Institute for Social Policy. According to the researchers eating out is no longer a marker of high social status in Russia.

There is no consensus regarding why some countries are more successful in implementing e-participation institutions than others. This study contributes to this debate by focusing on non-competitive political systems. A qualitative comparative analysis was conducted on a sample of 68 countries for the period of 2014–2024. The analysis identified two necessary conditions for success: a ...

The article addresses the gap between the rapid development of digital government services and citizens’ limited adoption of them. Classic models of technology adoption and innovation diffusion can explain perceptions of usefulness and convenience; however, they do not provide a comprehensive understanding of the rejection of regional solutions. This study advances an interdisciplinary approach that ...

Institutional trust is an essential component of social capital and, together with generalized trust, is considered a foundation for effective socio-economic development. For over 30 years, researchers and practitioners have been studying the key determinants of trust and ways to strengthen it. In recent years, public institutions—primarily government authorities—have been implementing digital innovations to counteract declining institutional trust. These ...

Digital transformation of public authority objectively expands the tools for engaging citizens in the preparation and adoption of legally significant decisions.
Since 2020, the system of e-participation in Russia has been increasingly centralizing, and its role in addressing the tasks of multilevel governance is becoming more profound. Citizens’ feedback in the form of individual complaints and appeals can be used to monitor the situation in the regions and municipalities and to control local bureaucrats. Such “administrative” logic diverges from earlier interpretations ...

The digitalization of public administration raises crucial questions about the evolving relationship between citizens and authorities. While digital tools hold the potential to transform communication from the one-way dissemination of information to two-way interactive engagement, it remains unclear to what extent this potential is being realized. This study investigates how effectively digital tools are being ...

The interaction between ICTs and inequality is a growing multidisciplinary area of research. The introduction of new technologies, particularly in the public sector, is often accompanied by the discourse regarding their positive socio-economic effects, but the empirical evidence from studies to date is less clear. Studies have found both positive and negative effects of digital transformation ...

Both experts and authorities around the World believe that integrating such platforms and channels into policy process ...

Human development, social policy and e-participation are interdependent. Effective social investment in the human capital leads to the emergence of demand for participation mechanisms among citizens, which in turn results in the willingness of authorities to implement participatory innovations. At the same time, e-participation is itself a part of the social investment paradigm, aimed at raising the quality of ...

Currently, non-democracies are showing a significant interest in e-participation tools, i.e. in various online mechanisms for citizen participation in public policy, such as epetitions and e-consultations. Such instruments can be found in a vast range of countries from the post-Soviet space to the Middle East. This leads to new interpretations of the role ICT play ...
