От информирования к взаимодействию? Особенности развития цифровых каналов коммуникации граждан и власти в регионах России
The digitalization of public administration raises crucial questions about the evolving relationship between citizens and authorities. While digital tools hold the potential to transform communication from the one-way dissemination of information to two-way interactive engagement, it remains unclear to what extent this potential is being realized. This study investigates how effectively digital tools are being used to foster citizen participation in decision-making in the Russian context. This study employs content analysis of official websites for 85 Russian regions. The analysis assesses the availability and diversity of online tools designed to facilitate citizen interaction with authorities. This analysis identifies leading and lagging regions in terms of e-participation initiatives.
The findings demonstrate that the adoption of digital technologies has not yet resulted in the widespread implementation of interactive platforms designed for citizen involvement in decision-making. Instead, a trend has emerged where digital technologies are primarily utilized to adapt traditional communication formats to the online environment, rather than to establish genuinely new participatory mechanisms.
