In this article the concepts of entrepreneurship and social entrepreneurship were analyzed, the term of project social efficiency was introduced, and the methodology of project qualitative evaluation in the portfolio selection was suggested. Besides, the indicators of social entrepreneurial projects (financial effect, social effect, glocalization) and quantitative scales to measure them were developed.
