Income from payment of insurance premiums for compulsory health insurance and shortages on contributions, tax payments and the added penalty fee and penalties, means of the federal budget transferred to the budget of Federal fund regarding compensation of the dropping-out income in connection with establishment of the lowered tariffs of insurance premiums for compulsory health insurance, means of budgets of subjects of the Russian Federation, the income from placement of temporarily available funds, other sources provided by the legislation of the Russian Federation on a plan of authors of the Law has to cover costs of delivery of health care in system of compulsory health insurance. Medical insurance companies have to control quality, volume and validity of medical care, to represent interests of the insured. Medical institutions have to be interested in providing the qualitative help in sufficient volume and carrying out preventive actions.
