The monograph reviews the development of small and medium entrepreneurship since the beginning of economic and socio-political reforms in the Russian Federation; analyzes the main stages of formation the system of institutions and instruments of government policy of small businesses promoting in the national economy. The paper provides current picture of Russian small business and its interaction with the state. Special attention is paid to the possibilities of strengthening the contribution of SMEs to implementation the priorities of modernization and "new industrialization" of the Russian economy. It’s emphasized that the solution of this problem requires significant adjustments in the public policy, aimed at the VSE sector support and development; closer linkages with other relevant components of the state economic policy, improving institutional and resource provision of the state support measures of SMEs in Russia. The monograph presents possible ways to increase flexibility and goal-oriented nature of this direction of economic policy and to strengthen significantly the role of sub-Federal (regional and municipal) levels of governance in solving the problems of the extension of SMEs’ role as one of the major locomotives of the Russian economy modernization.
