Особенности организации угольной отрасли в России: что мешает выстроить политику развития?
Energy security concerns, environmental constraints, and competition
with other energy sources—combined with the disruption of established global value
chains—are forcing Russian coal companies to undergo transformation. Based on an
analysis of statistical data and the results of in-depth interviews with experts conducted
from August 2024 to January 2025, this study identifies the main challenges facing
the development of Russia’s coal industry and the characteristics of its organizational
structure, which has given rise to five types of business models that are integrated into
value chains in different ways. The authors conclude that overcoming the industry’s
development trap requires a strong player capable of shifting the focus from maintaining
the status quo to innovative development. This role could be assumed, for example, by
an alliance of stakeholders. The findings can serve as a basis for the development of
state industrial policy.
