The article considers the current legal and regulatory framework related to provision of citizens with social infrastructure objects, and carries out a comparison of the rights and responsibilities of municipalities, citizens and commercial developers within the scope of the issue. The authors show that one of the major stages of commercial real estate feasibility study is the assessment of the project's social impact, and identification of social, environmental, and economical benefits for the society in general and for the local area.
