This articke focuses on the role of Congress in US-Russia trade. It has been shown that despite periodic destrcuctive moves in regard to Russia US legislature does not impede US-Russia trade in low-tech items. At the same time, Congress stand in the way of trade growth in high-tech spgere, including technologies of dual use.
