The modern paradigm for managing the socioeconomic development of the constituent entities of the Russian Federation is based on a systems approach, enshrined in the regulatory framework and developed in the scientific literature. The process of forming territorial development strategies has evolved over time into a complex management system integrating forecasting, goal-setting, programming, and monitoring. This process is regulated by Federal Law No. 172-FZ of June 28, 2014, "On Strategic Planning in the Russian Federation," which establishes legal boundaries governing the interactions between all levels of government and defines a unified methodology for achieving national goals. Together with its bylaws, this law creates a specific hierarchical structure, where regional strategies are not stand-alone documents, but an integral part of the national governance system.
