This article examines the theory and methodology for analyzing and assessing Russia's economic interests as a driving force in its interactions with circumpolar countries within the global economic system, amidst socioeconomic, technological, and environmental changes. Particular attention is paid to analyzing the influence of geopolitical factors on the economic development of the Arctic region and the dynamics of international cooperation.
The article outlines the nature of the economic activity of circumpolar countries in the Arctic region, exploring key sectors that shape the region's economy: hydrocarbon and rare earth metal production, shipping, fisheries, and tourism. It analyzes the Arctic strategies of leading countries, including mechanisms for natural resource development, environmental constraints, and government initiatives for regional development. A model of the combined economic activity of circumpolar countries is presented, aimed at assessing the carbon footprint and the impact of industrial development on the environmental state of the Arctic.
A multi-level concept for Russia's interaction with circumpolar countries within the Arctic region is proposed, allowing for the development of a concept of Russia's economic interests and the formalization of international cooperation through a system for managing economic interests. This article examines the regulation of economic processes, the investment climate, and the competitive advantages of Arctic territories in the context of global energy market transformation.
The concept of a Russian agent in the Arctic is introduced, the nature and content of the economic interests of Russian agents in the Arctic are described, and a detailed classification of the country's economic interests (common and contradictory) is provided. General trends in economic activity in the region are assessed, and methods for assessing economic interests are proposed, taking into account the geopolitical situation and global economic trends.
