The monograph, prepared by St. Petersburg State University professors, examines the processes of digital transformation of Russian higher education before and during the coronavirus pandemic. The authors analyze key regulatory and legal changes, as well as changes in regulation due to the emerging global challenges. They pay a special attention to the evolution of legal statuses of participants in the educational process and the modernization of educational tools. The authors conclude that higher education entered the phase of the need for updates back in the pre-digital era, but the emergence of information technologies has intensified these trends, which means that transformation is understood both as a goal and as a means. The book is addressed to the teachers of law schools, will be useful for students, employees of educational management bodies, as well as for all those interested in the development of Russian higher education.
