The paper focuses on the housing construction and landscaping activities in Perm during the Great Patriotic War. Facing new challenges due to wartime conditions and evacuation, municipal authorities tried to address the everyday problems of the population in a variety of ways. These included the use of new construction materials and engaging the public in landscaping efforts. At the same time, the urban development during the war was of a distinctly departmental nature. The ongoing "slobodization" (factory town development) process and the lag in the sphere of external improvement were not specific features of Molotov but predetermined the city appearance for many years to come.
