Музеи-заповедники как основа культурного каркаса в российских регионах
The problem of the competent organization of the use of historical and cultural monuments is the most important from the point of view of realizing the potential of cultural heritage as a driver of the development of the local economy. In Russian conditions, an important role can be played by the territorial organization of the use of cultural heritage objects, based on the principle of building a cultural framework.
Such a framework is a combination of historical settlements and historical and cultural territories of various types (not only historical cities and rural settlements, but also memorial estates, ethnographic places and regions, historical battlefields, historical roads, historical industrial territories, etc.), on the basis of which centers have been formed, including both museum and cultural and educational facilities, as well as a developed network of tourist and social infrastructure institutions. The basis of the framework is museums-reserves, as one of the most attractive objects associated with the presentation of cultural heritage and at the same time as the most effective economic structures for its use.
