Эластичность спроса на электроэнергию: учет тарифов по времени использования
This article is devoted to the study of the elasticity of demand for electricity in Russia taking into account the time-of-use tariff. The analysis, based on panel data for 65 regions for the period 2016–2021, allowed us to estimate the price elasticity of demand in different time zones. The main results show that daytime and mid-peak consumption demonstrate significant negative elasticity, while night-time and peak consumption showed an insignificant response to price changes. The obtained results do not allow us to conclude that tariff differentiation by time zones is highly effective, except for daytime and mid-peak consumption. Similar findings have previously been observed in China and other countries, which is associated with insignificant differences between tariffs. Increased tariff differentiation, narrower time fragmentation, as well as more complex tariff systems specifically targeted at periods of maximum demand, such as critical demand pricing or its modifications, can lead to more efficient load redistribution in the Russian energy system.
