After departure of the Japanese embassy from Saint Petersburg in 1862 it was decided by Bakufu
to gain stronger positions on the Sakhalin Island. That was also stated by the Governor
General of Siberia Lieutenant general Mikhail S. Korsakov in his letter from 23 of March 1865,
that despite Japans desire to fi nally see conclusion of the question of the border between our
countries, they are doing everything to slow things down to have more opportunity of increasing
their presents on the island. So the matter of acquirement full rights of ownership of the
Sakhalin is becoming more important than ever, or it will become hard to make Japan respect
and obey tractate signed in 1862.
