OECD Outlook Examines the Effects of the Pandemic on Science, Technology, and Innovation
Times of Crisis and Opportunity is the title of the OECD Science, Technology and Innovation (STI) Outlook published in January. The document focuses on STI responses to the pandemic while assessing the impact of the COVID-19 crisis on science and technology. Mikhail Gershman, Deputy Director of the Centre of Science, Technology, Innovation and Information Policy, discusses the contribution of the Institute of Statistical Studies and Economics of Knowledge (ISSEK) to the Outlook and discusses some aspects of ISSEK’s long-standing partnership with OECD.

Global Restructuring: The World Community Prepares to Fight Climate Change
More than a hundred countries have already declared that they see achieving ‘zero emissions with the exception of absorption’ as their main goal in fighting climate change. For Russia, a country that receives significant income from the export of fossil energy resources, the global rejection of hydrocarbons poses great risks. Experts discussed the issue at the research seminar ‘Decarbonization as a Global Trend: Changing the Economic Landscape and Its Importance for Companies’, which was jointly organized by HSE University and the Association of European Businesses.

Taming the ‘Black Swan’: Who Will Win the Fight Against the CoronaCrisis
Countries with reserve currencies, sufficient fiscal capacity to implement soft fiscal policies, and access to global capital markets have the best chance of recovering from the coronavirus crisis. The rest may need external assistance. These are the conclusions drawn by Alexei Kireyev, leading IMF economist and visiting professor at HSE University’s School of World Economy.

Key Features of the First Phase of the National Cluster Programme in Russia

Cluster policy is recognized as one of the pivotal elements of state of art innovation policy. State support for clusters helps to take into account regional peculiarities and engage the most innovative local actors into the process of innovation policy drafting and implementation. Cluster development stimulates trust building and enhances knowledge spillovers among different organizations in the region. Finally the cluster approach makes innovation policy more systemic by coordinating measures aimed to support different actors (large companies, SMEs, universities, venture funds) towards comprehensive efforts linking the most perspective localized industries (ecosystems). The development of clusters has been determined as one of the priorities of the Strategy of Innovative Development of the Russian Federation for the period to 2020 which was confirmed end 2010. In the framework of this Strategy the first national cluster program was launched in 2012. The paper is devoted to the detailed description of the background of the national cluster program in Russia and its first phase the selection of the pilot innovative clusters which was implemented last year. Special attention is given to the comparison of planned design of the Russian cluster program with such widely known cluster programs as the BioRegio, InnoRegio and Les pôles de compétitivité. The similarities and peculiarities of the Russian program have been defined that allowed to identify several most significant areas for improvement

This paper aims to introduce and prove an estimation mechanism of cluster’s development conditions in the economy of region. The research is based on the assumptions of V. Chiesa’s work where four “driving forces” of cluster forming are defined. The empirical analysis of cluster forming conditions in economic sectors of Perm region is pres ented over 2004-2007 years. The introduced approach uses public statistical data only.

Questions of differentiation of the population on a level of incomes in Republic Mary El are considered. Parameters of a variation and structure of the basic monetary incomes are analyses. Classification of administrative areas on the parameters describing incomes of the population is lead. The analysis of territorial distinctions of the population on levels of incomes is given. For more in-depth study of interrelation of the parameters describing differentiation of incomes of the population of Republic, on everyone allocated cluster are constructed regression models of a degree of influence of the parameters reflecting age structure of the population on a level of monthly average wages, pensions and social payments.
