Популизм и политические институты: сравнительная перспектива

The rise of populism in various countries and under different political regimes necessitates creation of a conceptual framework, which ought to be comprehensive and well-grounded in comparative political theories.

Populism does not have a consistent doctrine: the opposition of "public" and "malicious" political elites is a factor that mobilizes and cements support for other political divides. Political platform of populism may accent diverse ideological trends, left, right, nationalistic, etc. Some reseatchers characterise it as a "thin ideology" or point out its "core characteristics" such as anti-establisment rhetortic, authoritarian tinge, nativism, etc.

It would be a mistake to interpret the rise of populism as an entirely negative phenomenon. It awards political representation and influence on the political agenda to sizable segments of the public, which is a regular function of any political party.  Its negative sides are also evident: populism maximezes minority rule at the expense of other functions of democracy, such as checks andbalances, rule of law, tolerance..

Нынешняя популистская волна основана на объективных факторах и явлениях западной политики. По сути речь идет о кризисе системы политического представительства, обострившемся противоречии между абсолютным доминированием «истеблишмента» и диверсификацией и фрагментацией общественного запроса к политикам.
