In this article the possibility for improving the dynamic capabilities of the domestic enterprises by tools of Lean management system is considered. The impact of the mentioned system in the big Russian enterprise ‘KAMAZ’ is evaluated. Lean management is a world-spread way of solving the problems, aimed at making the company competitive. It is the organized activity of staff of the company focused on reduction of expenses, maximizing value of production for the consumer and the added value for business.
Public research plays an extremely important role in social and economic development, and has implications for industry, services, education, training, the creation and diffusion of knowledge, management etc. In turn, R&D and innovation activities in the business sector are becoming increasingly open. Being influenced by increasingly tightened global competition, companies are entering into partnerships with other companies, universities or public research institutions (PRIs) to leverage competences from different places and organizations to foster innovation. The search for partners and the management of many co-operations itself are new challenges especially in terms of administering intellectual property rights. Universities and PRIs must respond to the changing requirements imposed by companies while maintaining their unique positions as research and science related institutions. The overall framework conditions for these actors are changing, which in turn requires new government policies especially given the slowdown in key performance indicators of the commercialization activities of PRIs.
The paper highlights recent trends and approaches related to knowledge and technology transfer from public research and education to industry. It considers legislative initiatives to target industry engagement and research personnel, new technology transfer office models, collaborative intellectual property (IP) tools, and initiatives to facilitate access to public research results. The authors stress that the quality of research has a strong influence on knowledge and technology transfer. In turn, contrary to the widespread belief that knowledge and technology transfer activities might negatively impact scientists’ academic work several studies found evidence that the engagement of scientists in technology transfer and commercialization activities does not have negative impacts on the quality and quantity of academic research. In fact, scientists who are actively engaged in technology and knowledge transfer, i.e. through patenting, also enjoy a high scientific reputation and in most cases do excellent scientific work.
Transition to Industry 4.0 in the 21st century takes place in the conditions of past industrial revolutions of the 19th–20th centuries, which were accompanied by transformation of the system of public production. Technologies change very quickly, creating new factors of formation of not only inter-sectorial and inter-country, but also inter-subject, communications—between the state and entrepreneurial subjects, which stimulates the emergence of a new revolutionary stage of transition of countries to the concept “Industry 4.0”. Here the authors conduct aspect analysis of actual mechanism of tax stimulation of Industry 4.0 in modern Russia as one of state tool that allows influencing entrepreneurial subjects and receiving feedback—which determines effectiveness of the system of their interaction. © Springer Nature Switzerland AG 2019.

The purpose of the work is to model disproportions in development of regional economy of Russia and to determine perspectives and recommendations for overcoming them and achieving the balance of the economy. The applied methods are based on Popkova's methodology of calculation of “underdevelopment whirlpools,” which allows conducting dynamic modeling of disproportions in development of regional economy. The research is performed in three consecutive stages. At the first stage, the dynamic model of development of the Russia's regional economy is compiled with the help of the methodology of “underdevelopment whirlpools” in federal districts of the Russian Federation based on GDP per capita. At the second stage, the key factors of emergence of disproportions in development of the Russia's regional economy are determined and models of multiple regression of development of the Russia's regional economy are compiled. At the third stage, target parameters of the determined factors are set for reducing the “underdevelopment whirlpools” in the Russia's regional economy by automatized solution of the optimization task with application of the simplex method and recommendations for overcoming the disproportions in development of the Russia's regional economy are compiled. As a result, it is concluded that regional economy of Russia is not well-balanced, as it has deep structural disproportions. These disproportions are caused by insufficient attention to peculiarities of regional economic systems during development and implementation of regional strategies of state management of economy. For more precise accounting of the influence of the key factors of appearance of disproportions and highly-effective management of them for overcoming the “underdevelopment whirlpools,” the algorithm of overcoming the disproportions in development of the Russia's regional economy is developed by the authors, which envisages various managerial measures depending on peculiarities of each Russian region.
