The paper analyses a problem of application of the system approach and the lifecycle approach in systems engineering. Evaluation of the main concepts of these two approaches in systems engineering practice is considered in the connection to complex technical systems development. As a result presented a competence framework for the systems engineer position in the Russian Nuclear industry.
The interaction of knowledge, methods, theories and doctrines is common nowadays, and the necessity of complex use of methods and analytical instruments in different spheres of scientific research is internationally recognized. Cognitive linguistics and science of terminology are not exceptions. The actual research undertakes analysis of the lexeme “consideration”, using a combination of two analytical methods: cognitive and semantic approach, specifically the method of defining the substantial core, and systems approach, particularly, neurological levels of Bateson&Dilts. The interest to the word “consideration” is based on the peculiarity of its functioning: it is a common word in General English and a legal term in Legal English, a key concept of legal sphere, fundamental principal, prerequisite and doctrine in English contract law. Consequently, the complex analysis of the word is supposed to be promising. The article analyses the lexeme both as a common word and a legal term. Within the research frame, the substantial cores of the word and the term are revealed, and correlation between the meanings, the substantial cores and the neurological levels of Bateson&Dilts is determined. This complex approach is supposed to clarify the peculiarities of terms’ functioning in legal contexts and the reasons of conflicting viewpoints on terms comprehension.
Based on the background analysis of modern anthropology the article characterizes prominent Russian scholar, corresponding member of the Russian Academy of Education Nikita Glebovich Alekseev (1932-2003) and his innovative contributions to the philosophy, methodology, research on research, ergonomics, psychology, pedagogy, as well as such areas of social practices as organization of science and management, engineering and education, sports and management. In this regard, we analyze the development of humanitarian knowledge in the Russian science of the second half of the twentieth century; particularly the specification of evolution of the psychology of creativity and G.P. Schedrovitsky Moscow Methodological Circle shall be regarded. Alekseev was an active participant in the development of the methodology of system and pragmatist approach in this school. His significant contribution to the development of methodological culture of psychologists, ergonomists, teachers by organizing (with Ya.A. Ponomarev and I.N. Semenov) all-Russian section "Psychology of Creativity" of the Society of Psychologists of the USSR and the "Scientific Council on the educational philosophy of the Presidium of the Russian Academy of Education" shall be discussed as well. The article describes the initiative role of N.G. Alekseev in creation and management of the Ostankino scientific school on the methodology of ergonomics and human engineering and scientific school of pedagogical design of educational system.
The basic processes influencing the formation of modern concept of controlling are considered. Fundamental restrictions of the controlling concept are described. The system concept of controlling is argued as the scientific basis of controlling in circumstances of today.
The volume consists of scientific and research papers of the Fifth International Con- ference “Actual Problems of System and Software Engineering” (APSSE-2017), which took place with the support of the Russian Foundation for Basic Research (RFBR) (Project No17-07-20565). The Conference was held at the National Research University “Higher School of Economics” from November 14 to November 16, 2017 in Moscow, Russia. The conference was devoted to the analysis of the status, contemporary trends, re- search issues and practical results obtained by national and foreign scientists and ex- perts in the system and software engineering area, as well as information and analyti- cal systems development area using Big Data technologies. The target audience of the conference came to be the experts, students and post- graduates working in the area of ordering, designing, development, implementation, operation, and maintenance of information and analytical systems for various applica- tions and their software, also working on custom software development. Plenary papers were delivered by the leading domestic and foreign specialists and were aimed at developing the views on the most important and fundamental aspects of the information technology development. The Conference hosted 13 invited reports. There were submitted 77 articles, 51 from which were selected for publication. All the submitted articles were reviewed by the members of the Program Committee as well as by the independent reviewers.

The article deals with the possibility of applying the systematic methodology in the process of investigating both the integral state-legal matter and the transitional one in terms of changing the social system on the example of the history of Russia of XX century. Purpose: to carry out the analysis of the existing system methodological tools for understanding the features of state-legal matter in transitional periods of Russian history. Methods: methodological basis of the research are system and historical methods to uncover quality content of the legal matter of the transitional period; to distinguish the principal difference between system and intersystem state-legal situation; to investigate the distinctive features of system changes in public and legal superstructure when moving from one social system to another; to review denying the possibility of topology of state and law of the transitional period. Results: during the investigation the basic approaches in system methodology were studied, including the possibility of its application in the process of studying the legal superstructure of the transitional period. The author agrees with the views of those scholars (A.I. Uyomov, D. G. Krasilnikov), who draws attention to such important feature of the system as relativity which allows to move away from characterizing the social systems and their subsystems only through the prizm of presence or absence of the integrity sign. Analysis of correlation of state-legal superstructure elements and strategic development of competing public systems allows us to provide both common and special typological features of state and law of the transitional period in the history of Russia. Conclusions: fundamental difference of approaches to systematic methodology concerns not the form but the content of its categorical framework. The categories of “system”, “nonsystem”, “intersystem” help carry out a more in-depth analysis of the legal superstructure in the process of changing social systems.
