Moscow: Moving to Smart City Through Smart Technology
Moscow has unique context for smart city development. Historical background, cultural heritage were reflected strongly in Moscow urban planning process. The key idea and a challenge for Moscow Government is to control and manage effectively city infrastructure by saving costs and bringing new quality. Department of Information Technologies plays a key role in this goal implementation because the most efficient driver for this goal is information technologies. Moscow follows main world tendencies in technological enactment in education, road trafficking, healthcare system, public services provision, citizens’ security and privacy, interactive education system, housing and utilities.
The monograph is devoted to a comprehensive analysis of the modern transformations that have occurred in public administration and public service in recent years under the influence of socio-economic reforms. Along with doctrinal and legislative issues focusing on applied aspects of organization of the system of Executive authorities and their law-making activities, analyzing problems that occur in modern practice income and the civil service and settlement of conflict of interests in the civil service, offers possible solutions. The monograph will be of interest to researchers and practitioners, state and municipal officials, teachers, graduate students, students, as well as all those who are interested in the problems of public administration and public service.
The aim of the research was to point out main trends of m-learning spreading around the world and to analyze perspectives of educational m-services implementation in Russian Higher Schools. The core part of the paper is the description of a show-case “Mobile Student” which took place in Moscow State University. The most valuable scientific output of the research is the analysis of data which were obtained thanks to the student satisfaction survey. To carry out that survey the special questionnaire was created and several hypotheses were suggested. Having a great empiric base a common strategy of m-services project implementation was composed and two types of factors which were hindering or helping us to gain high level of student satisfaction were found out.

In this paper the authors describe how they have developed and introduced into the university curriculum the course “Smart City – information infrastructure and management”, aimed to study values and principles of decision-making and technologies of creating Smart City with strong support of leading IBM IT-solutions.
The article focuses on the development of a competence and knowledge paradigm of education, stages and outcomes of its formation in the field of public administration abroad and in Russia. The attention is paid to processes and conditions of development of the professional competences within the curriculum in the field of public administration.
