The seventeenth conference of the series "The History of Stalinism" was devoted to the problems of public administration in the USSR during the Second World War. A wide range of issues was considered, covering both the activities of the state administration apparatus (including party, government, Soviet, and military authorities) and the interaction of the state and Soviet citizens at the front and in the rear.  Attention was paid to the problems of the evolution of forms and methods of public administration in the unity of its formal and informal practices, the results of the activities of the government apparatus and its adaptation to the extreme conditions of war. All these topics are relevant to modern historiography. The purpose of the conference was to record the results of the research and outline the direction of their development.
