The materials of the Russian scientific and practical conference (with international participation) of the University districts "University District: an open dialogue between school and University"? which has taken place at the Research University Higher School of Economics, are devoted to acute issues of the development and progress of education in Russia in the conditions of modernisation and innvation. The article deal with the issues raised both at school and Universities.

Education, and with it, and science play a major role in modern society - " knowledge society ." Wide-ranging reforms of recent years in the field of education in their basic parameters were one of the largest sectors of the social economy , accumulating large part of its property (including expensive equipment ) and human resources ( educators and students) . Established in Russia a chain of budget educational institutions currently has more than 135,000 establishments , which are financed from the budgets of all levels of the budget system of the Russian Federation. The bulk of these institutions make educational institutions at the municipal level . Lately, it should be noted that the development of an innovative economy and education require the use of various forms of cooperation, particularly now increasingly used PPP ( public private partnership) , to increase the impact of obtaining a result that is in the education system to provide educational services quality. Formation of relations between authorities and private businesses in the implementation of joint projects of public interest becomes an important aspect of modern social policy implementation . At present, the legal scale implemented government policies to create conditions for greater autonomy of educational institutions , their interest and responsibility in performing its functions . Federal Law of 03.11.2006 № 174-FZ "On autonomous institutions " and bylaws to it within the framework of the law , etc. In the country as from 2006 there is the concept of public-private partnership, which for a variety of and biased reasons still do not have the conceptual apparatus . In this case it is clear that to achieve a high quality of education with its strict trend growth is only possible when connecting state purposes , business management experience and responsibility of independent economic entities . While the systematic introduction of PPP at all levels of education has not been implemented , although some examples of successful collaboration between business and vocational training are available.
