In this publication, the principles of the Soviet mobilization model of the war period are studied on the example of the creation and functioning of the fighter battalions of the NKVD of the USSR – unique irregular military units formed on the territory of the country during the initial period of the Great Patriotic war. At the all-country level analyzed the principles of recruiting and providing fighter battalions and the model of their structural subordination is indicated. The source base of the article was made up of reports from the chiefs of regional headquarters of fighter battalions to the higher heads of the NKVD . The study of these documents shows that the fighter units, that were quickly created in the first days of the war, experienced serious difficulties with providing and completing, including in view of the structural shortcomings inherent in the very model of their formation. But at the same time they generally coped with the tasks assigned to them in the difficult military situation of 1941-1942.
