Traditional annual international scientific and methodological conferences held by the Financial University under the Government of the Russian Federation in partnership with the Council for professional qualifications of the financial market and the International Association of financial and economic education organizations are devoted to the harmonization of education and labor market requirements, the quality of educational programs, including educational technologies and teachers ' qualifications and their impact on the portrait of the future graduate — competitive, professional and in demand. The collection presents the reports of the participants of the conference "Smart technologies in education: portrait of a graduate 2020" (22-24 March 2017) and "Education of the future: new personnel for the new economy" (22-23 March 2018).
The rapid development of ICT dramatically increases the speed of business processes and the scale of innovation. The flow of changes was formalized in the global trend of digital transformation of the economy. The product of education is the knowledge from which values are produced.
Abstract. Background: Digital content is a key part of a Digital University, which is becoming more relevant to meet the requirements of the digital world. Traditional universities should in fact “reinvent themselves”: they need to switch quickly from the usual focus on managing the learning process (program portfolio) to managing the educatinal experience of the target audience, whose expectations of the personalized, adaptive and 24/7 format of interaction with the learning system become more natural. Design/Methodology: Transformation affects organiza-tion, processes, people, including educational content and the ways to present it. The paper reviews the key aspects of a digital university with the main focus on digital educational content and explores different perspectives of the digital content. Objective: This paper outlines the generalized model of the digital education and suggests the application of a digital platform for the innovative educational purposes by the example of the idea of the digital “SuperBook” press. Results: The authors of the paper propose the concept of an innovative SuperBook web-service, which can be used on the basis of a digital university and can provide great opportunities to students to use digital content. Conclusion: The research gives a better insight in transformation process of the educational content. This research can be used as a basis for further transformation to a digital university. An analysis of the current trends of the digital university and the research of the interested parties showed that the SuperBook technology platform will be in demand in the academic field.
The main idea of the article written in the genre of the philosophical satire is the search for an answer to the question of the possibility of theories in an age of a triumph of empiricism and positivism. Reflecting on the problems of education in the modern world, the author refers to the recently published book of Richard Pohl «Plato as a teacher. Plato’s Renaissance and Antimodernism in Germany (1890–1933)». The book tells how, while solving the tasks of a nation building and the transformation of Germany into the intellectual and cultural center of all mankind, the state educational machine of the German Empire used Plato and his doctrine of «eternal forms» for the needs of education. In addition, the book analyzes a very noteworthy phenomenon of «German neo-Platonism», which arose in the late XIX – early XX century and represented by a variety of schools – from the neo-Kantians to the circle of Stefan Gheorghe, each of which had its own concept of Plato. The author notes that Plato’s philosophy is also actualized in the modern times. But does this mean that Plato can become a «staple» for culture and a symbol of education in the current conditions? And is it possible today to restore the authentic image of Plato, or does each era re-imagines the philosopher in its own way?
Problems of the reform of the education system are addressed in the context of the shortcomings of the traditional approach to teaching in which students have not generated the methodology of creativity and consequently, do not develop the ability to professionally-creative activity. This together leads to a decrease in the quality and effectiveness of education, however, undermined the basis of forming the modern development of the knowledge society. The purpose of the study is to identify and systematize the basic theoretical principles, methodological parameters the new modernized education system.
The collection contains reports of participants of the conference "International Multidisciplinary Scientific GeoConference SGEM 2019" and reflects modern aspects of interdisciplinary research in the field of land use.
Purpose. The purpose of this work is the development and testing of a program for assessing the effectiveness of training for employees of a consulting organization. Design. The first stage aimed to study the parameters of effective training (contextual part of the model). On the second stage to develop on the basis of selected parameters the methodology for assessing the effectiveness of training at several levels. There are: affective, cognitive, behavioral (hierarchical part of the model). approbation of the methodology for evaluating the effectiveness of training and determining its validity. Methods. We used semi-structured interview, moderation sessions, survey, and testing. Processing of the results was performed using the method of content analysis, statistical processing was performed using SPSS. Sample: employees of consulting company N, the total number of 201 people. Results. A contextualhierarchical model for evaluating the effectiveness of training was developed. Parameters of effective training for employees of a consulting company were identified. A methodology for evaluating the effectiveness of training by a consulting company, including three blocks, was developed and tested. Recommendations on the application of this technique in further work were given to the customer. Application: The developed methodology can be used to assess the effectiveness of training in consulting companies. Limitation: the methodology was created for the consulting company however the created assessment model and recommendations may be useful to developers of similar instruments in companies with different profile

This article describes the dynamic optimization model with human capital as a group educational characteristic (along with these groups population) and as the main factor of their production. The main feature of this model is inequality in qualification which leads towards the run for the middle as unlinear dynamics of educational effectiveness for different groups. The research of the simulation model in one specific regime allowed to describe two different scenarios. They include the development of the groups and run for the middle dynamics. These results allow stating conceptual usability of the model for real society dynamics description.
The article is devoted to a particular form of freedom of assembly — the right to counter-demonstrate. The author underlines the value of this right as an element of democratic society, but also acknowledges the risk of violent actions among participants of opposing demonstrations. Due to this risk, the government may adopt adequate measures restricting the right to counter-demonstrate, certain types of which are analyzed in this paper.
Development of standards of international controllability is reviewed in the article. Institutional approach is applied to development of international legal regime of Energy Charter. Definition of controllability is connected to development of international standards of dispute settlement, which are described in the article in detail. In connection with controllability, Russian interest, defense of investment in European Union and ecological investment encouragement, is reviewed in the article.
