The 11th International Conference on Theory and Practice of Electronic Governance (ICEGOV2018) took place in Galway, Republic of Ireland, between 4 and 6 April 2018. The conference was held under the high patronage of the Department of Public Expenditure and Reform (DPER), Government of Ireland. The Insight Centre for Data Analytics, part of the National University of Ireland Galway, co-organised ICEGOV2018 with the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), which is also the conference series organiser1. The conference organisation was also supported by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Science Foundation Ireland (SFI).
The paper discovers potential human interactions with growing amount of internet of things (IoT) via proposed concept of Social Web of Services (classical social web with smart things - daily life objects connected to the internet). To investigate the impact of IoT on user behaviour patterns we modelled human-thing interactions using agent-based simulation (ABM). We have proved that under certain conditions SmartThings, connected to the IoT, are able to change patterns of Human behaviour. Results of this work predict our way of living in the era of caused by viral effects of IoT application (HCI and M2M connections), and could be used to foster business process management in the IoT era.
In this study, we would like to show the analysis of latent factor structure of school digitalization from the teachers’ perspective based on pilot SELFIE (Self-reflection tool for digitally capable schools) data. The survey of 685 teachers who took part in the pilot SELFIE study in Russia were subjected to an exploratory factor analysis. Five factors of technology-enhanced teaching emerged. Taking into consideration the lack of recent studies in internal drivers of digital transformation in Russia, this study contributes to the understanding of changes happening within a complex system such as the school system is. Further perspectives for digital transformation’s aspects analysis based on SELFIE data are also proposed.
The work is devoted to the topical issues of practical implementation of digital transformation services in the economic processes of transport, foreign and mutual trade in the digital economy. The authors analyze the strategic planning documents adopted recently in the EAEU countries, which provide for measures aimed at stimulating the development of digital technologies and their use in various sectors of the economy, including the program "Digital economy of the Russian Federation". Emphasis is placed on the fact that there is no definition of "digital economy" in the approved policy document, which focuses on the development of purely infrastructural elements of the new economic order. The authors, noting the service nature of the transport industry, propose a new principle of priority implementation of innovative digital management mechanisms in transport processes: first, the construction of new digital services, then - the creation or integration of infrastructure necessary to ensure them.

Nowadays commercial organizations are often facing with necessity to better understand their clients. Today information technologies allow to create a consistent collection and consolidation of clients’ information and make possible forming of knowledge about client base and every single client. Aim of the following article is to study these processes, influence of digitalization on them, related diffi culties and application fi elds of customer knowledge.
The paper describes the possibility of using the Internet of Things in retail industry as well as potential of using internet of things in Russia. The research objective is to identify the possibilities of using Internet of Things in retail process such as supply, logistics, client service and marketing and to give the examples for getting economy and cost reduction in industry. The author provides recommendations of using internet of things technology in retail, taking into considerations existing aspects and current worldwide trends of global transformation, digitalization and cloud technologies.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.
