Permissions are the most common tools of regulation of public relationships in the sphere of state management in the modern world. They are widely used by the bodies of executive power in conditions of state setting of special regulations, standards. requirements, activities, resource usage under state control to ensure security and stability of economic and other social processes. This scientific practical manual, developed by researchers of Institute of legislation and comparative law under the Government of Russian federation analyzes various transformations of permissive system in Russian Federation.
In the manual definition and nature of permissive system are revealed, as well as legal status of subjects, providing permissive activities. Issues of modern state of legal regulation of permissive activities are inspected, and experience of foreign regulation of permissive activities is also analyzed.
