The article deals with the problem of talented youth attraction to the engineering career building, which has become vitally important due to the import substitution circumstances. The article highlights the results of technical universities' entrants motivation survey and describes the conceptual integrated approach towards the talented youth attraction to the engineering career building, several recommendations for higher education institutions and their partners are elaborated.
This article offers and evaluates a theoretical framework for the appraisal of the third sector’s evolution in Russia. Its history in the preceding 50 years is presented as a successive change of three models—latent growth, import-dependent and rooted—each regarded in four dimensions: developmental driving forces, sector structure, dominant organizational culture and relations with the state. The character and change of models are explained proceeding from the demand supply characteristics of resources and institutions of the sector. Major attention belongs to the rooted model, which is presently taking shape. This versatile and problem-laden process is analysed on the basis of civil society monitoring conducted with the authors’ participation since 2006. This analysis reveals rather intensive import substitution of the resources and institutions of the sector and the emergence of prerequisites for its sustainable development. Their implementation depends, however, on the state of the economic, social and cultural environment and requires elimination of some political obstacles.
Relevance of the research corresponds to the problems of incoherence of support measures for localization and export development in the Russian regions, as well as overlapping and lack of the resources to implement such measures especially in the small peripheral regions.
Nowadays localization is one of the priority tasks of the Russian federal and regional policy. One of the actual measures to develop localization is interregional industrial cooperation via public-private partnership, that lets to jump-start regional economic growth. The goal of the research is to establish a role of public-private partnership in export-oriented localization development in order to increase the Russian regions investment appeal and to promote investments in localization.
Scientific novelty of the research includes estimating correlation between cumulative investments in the public-private projects and cumulative investments for localization development in the Russian regions. The results of the research might be used for strategizing export-oriented localization on the regional level using interregional industrial networks, which lets to optimize regional resources use in interregional clusters and to extent growth areas in the regions, as well as to increase regional industries international competitiveness and sustainable development.
Within the research, the public-private projects of the North-West Federal District of Russia were analyzed to reveal leaders and outsiders, as well as the main spheres and sectors of public-private projects implementation. As a result, the Russian regions were classified according to the spheres, forms and duration of the public-private projects. Correlation and regression analysis performed a tight connection between public-private investment projects implementation and export-oriented localization development in the Russian regions.
The career paths of Russian doctorates are explored based on three types of mobility: inter-sectoral, intra-sectoral and international mobility. The project focuses on two major interlinked issues: 1) mobility and internationalization, 2) skills and motivations for research career.

This analysis is complemented by a second major issue, which aims to understand the role of motivations, experiences, professional shifts and other social phenomena in decision-making processes concerning career paths, and the decisions of opting for one type of mobility over the other, when mobile.

Students' internet usage attracts the attention of many researchers in different countries. Differences in internet penetration in diverse countries lead us to ask about the interaction of medium and culture in this process. In this paper we present an analysis based on a sample of 825 students from 18 Russian universities and discuss findings on particularities of students' ICT usage. On the background of the findings of the study, based on data collected in 2008-2009 year during a project "A сross-cultural study of the new learning culture formation in Germany and Russia", we discuss the problem of plagiarism in Russia, the availability of ICT features in Russian universities and an evaluation of the attractiveness of different categories of ICT usage and gender specifics in the use of ICT.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.

At present many industries reveal tendency for setting up of vertically integrated companies (VIC) the structure of which unites all technological processes. This tendency proved its efficiency in oil industry where coordination of all successive stages of technological process, namely, oil prospecting and production -oil transportation - oil processing - oil chemistry - oil products and oil chemicals marketing, is necessary. The article considers specific features of introduction of "personnel management" module at enterprises of oil and gas industry.
