Welcome to the Desert of Post-Socialism: Radical Politics after Yugoslavia
This volume offers a profound analysis of post-socialist economic and political transformation in the Balkans, involving deeply unequal societies and oligarchical “democracies.” The contributions deconstruct the persistent imaginary of the Balkans, pervasive among outsiders to the region, who see it as no more than a repository of ethnic conflict, corruption and violence. Providing a much needed critical examination of the Yugoslav socialist experience, the volume sheds light on the recent rebirth of radical politics in the Balkans, where new groups and movements struggle for a radically democratic vision of society.
This is an overview of the rise and fall of the self-management system in Yugoslavia, its reliance on the debt economy and its legacies in the post-Yugoslav context.
This book considers several aspects of the transformation of the former state socialist countries: social and economic outcomes; forces in the transformation process; problems of consolidation of the new regimes; and alternative scenarios. The book evaluates the course of transformation of state socialist societies. It focuses on economic change and its impact on inequality and health. Comparisons are made between the successful central European countries now members of the European Union with those of the former Soviet Union. There are detailed studies of the transformation of the (former) German Democratic Republic, Czech Republic, Russia, Belarus, Ukraine, as well as the impact on Poland. A feature of the book is the impact of the collapse of state socialism on countries of Asia and the Third World. Alternative scenarios are considered, with specific chapters on China, Cuba, and North Korea. The book contemplates the alternative types of society that might replace state socialism, particularly state capitalism and market socialism.
This article uses co-integration and related techniques to test for a long-run causal relationship between the fiscal and external deficits of three post-transition countries in Central and Eastern Europe. In addition, an import propensity model is tested by applying OLS and GMM. All theresults reject the Twin Deficits Hypothesis. Instead, the resultsdemonstrate that specific transition factors such asa high import intensity of exports and net capital inflows affect the trade balance.
Modern capitalism favors values that undermine our face-to-face bonds with friends and family members. Focusing on the post-communist world, and comparing it to more 'developed' societies, this book reveals the mixed effects of capitalist culture on interpersonal relationships. While most observers blame the egoism and asocial behavior found in new free-market societies on their communist pasts, this work shows how relationships are also threatened by the profit orientations and personal ambition unleashed by economic development. Successful people in societies as diverse as China, Russia, and Eastern Germany adjust to the market economy at a social cost, relaxing their morals in order to obtain success and succumbing to increased material temptations to exploit relationships for their own financial and professional gain. The capitalist personality is internally troubled as a result of this "sellout," but these qualms subside as it devalues intimate qualitative bonds with others. This book also shows that post-communists are similarly individualized as people living in Western societies. Capitalism may indeed favor values of independence, creativity, and self-expressiveness, but it also rewards self-centeredness, consumerism, and the stripping down of morality. As is the case in the West, capitalist culture fosters an internally conflicted and self-centered personality in post-communist societies.
The article is dedicated to the functioning of the law and local government system which was created by the Ottomans to control their Balcan lands. Local conflict management is considered in the multiethnic and multiconfessional environment. The paper also focuses on the synthesis of secular and Islamic traditions in Ottoman legislature, as well as the way law influenced the historical development of the Balcan nations.
Present article is focused upon two samples of Early-Modern «civil sciences»: rhetorical inquiry dealing with contingency (so called «rhetorica primaria»), and mathesis politica, traditionally referring in intellectual context of the Early Enlightenment to Descartes. Special attention is paid to the famous «new sciences», which are considered in the secondary literature as antithetical: Giambattista Vico’s scienza nuova and Thomas Hobbes scientia civilis. Drawing upon almost unknown 17th century Dutch political writings, the study examines the ways of reception of Thomas Hobbes’ civil science conceived as a rhetorical inquiry. The author also explores G. Vico alternative to Hobbes’ constructionist theoretical style.
We review the transition of the Russian banking sector focusing on the interplay between ownership change and institutional change. We find that the state's withdrawal from commercial banking has been inconsistent and limited in scope. To this day, core banks have yet to be privatized and the state has made a comeback as owner of the dominant market participants. We also look at the new institutions imported into Russia to regulate banking and finance, including rule of law, competition, deposit insurance, confidentiality, bankruptcy, and corporate governance. The unfortunate combination of this new institutional overlay and traditional local norms of behavior have brought Russia to an impasse - the banking sector's ownership structure hinders further advancement of market institutions. Indeed, we may now be witnessing is a retreat from the original market-based goals of transition.

In the United States and many Western democracies, the individual personalities of voters rather than their social locations in various interest groups are presumably becoming decisive for political choice. This shift may reflect declining distinctiveness and extremity of parties as they seek the political center, increased complexity of political issues, growing interdependence among political units, and greater concern in the electorate with social relations and intimacy.
Early research on personality in politics dealt mainly with the dispositions, attitudes, and motives of voters and leaders. A broad literature attests to the merits and limitations of these approaches. More recent studies show that basic personal values largely mediate the effects of individuals’backgrounds and personality traits on voting behavior and on their core political attitudes. The 2006 ANES Pilot Study provided the first assessment of the role of basic personal values in politics in a representative American sample.
The December protests in Moscow do not represent a “Russian Spring,” “Orange Revolution,” or new version of Perestroika. Rather they have more in common with the Progressive movement that fought corruption in the U.S. during the early part of the twentieth century. The demonstrations made clear that Russian citizens now want to play an active role in their country’s political life.
This volume intends to fill the gap in the range of publications about the post-transition social housing policy developments in Central and Eastern Europe by delivering critical evaluations about the past two decades of developments in selected countries’ social housing sectors, and showing what conditions have decisively impacted these processes.
Contributors depict the different paths the countries have taken by reviewing the policy changes, the conditions institutions work within, and the solutions that were selected to answer the housing needs of vulnerable households. They discuss whether the differences among the countries have emerged due to the time lag caused by belated reforms in selected countries, or whether any of the disparities can be attributed to differences inherited from Soviet times. Since some of the countries have recently become member states of the European Union, the volume also explores whether there were any convergence trends in the policy approaches to social housing that can be attributed to the general changes brought about by the EU accession.
We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
