TRIPS - an Agreement on Trade-Related Aspects of Intellectual Property Rights which is a part of WTO documents portfolio. The Agreement establishes minimal standards for recognizing and the protection of main intellectual property objects and opens possibilities to use highly effective mechanisms of dispute resolution in this sphere. TRIPS "flexibility" in regard to health care ensures the balans between the protection of patent holders* rights and public healthcare interests.

Till 2008 remuneration system based on the unified tariff scale was officially implemented for the public sector of the Russian economy. New remuneration system (NRS) is intended to differentiate wages more clearly, bring it into compliance with output of labour input, eliminate the disproportion in the structure of employment, which are common for public sector. In this work was made an effort to estimate results of the remuneration reform with the example of medical institutions of three regions, which sequentially introduced NRS in 2008-2009. The estimates based on the Monitoring of healthcare economic problems microdata reveal the increase of wages and salaries within institutions that adopted NRS.
In this paper as the main feature of innovation in the financial health of a company analyst view the shift to two circuits of key interests of owners of capital (financial stakeholders). Justified by differences key financial systems within the contour ownership interest and the lender three projections: liquidity, the current economic efficiency and growth. Justified differences of key financial indicator systems in the framework of the outline of the interests of the owner and the lender by three projections: liquidity, efficiency and the quality of growth. The examples of Russian companies have different interpretations of financial targets and indicators with a choice of activities.
In assessing management potential of a manager, it is necessary to consider one's personal characteristics, in particular, management decision-making style. A physician repeatedly makes clinical decisions on patients’ treatment and this experience shapes his/her individual decision-making style, which in turn defines personal features of physician as a leader.
Purpose of study. To evaluate the management potential of leaders of medical institutions of the Tomsk oblast on the basis of investigation on their decision-making styles. The decision-making style was identified using A. Rowe's technique (Decision Style Inventory) widely applied in various research areas. The sampling of survey included 1097 physicians, including head physicians (4,8%), deputy head physicians (10,1%), heads of department (11,9%).
