Comparison of Russia in terms of the level of transparency of the healthcare system with other countries indicates that the country has a significant reserve for improving the quality of medical care by expanding the practice of public reporting in this area. Given the significant investments made in the country in the implementation of digitalization projects, the costs of implementing an open data policy may not require additional investments or may be insignificant. Given the accumulated evidence of the impact of increased transparency on the quality of care, the impact of providing adequate information to the public can be significant. Increasing transparency in Russia can be a cost-effective measure to improve the quality of care.

The assessed relatively low level of transparency in the Russian healthcare system indicates that there is room for improvement in the quality of care that can be successfully implemented through a relatively inexpensive strategy to increase openness and transparency of information.
