Статистическое измерение инновационных процессов в сфере малого предпринимательства: разработка, использование и трансфер научно-технических результатов
This paper examines the data from federal surveys of small enterprises. It outlines the methodology and the main stages in the development of the program for survey of innovation and analyzes the innovation activity of small enterprises. The paper also includes suggestions to update the current survey instruments and develop new methods of measurement of research and development results, their implementation in the production processes and transfer to the real economy.
The article presents the key methodology to development of the open informational learning environment. This methodology details principles of open systems for the application area of e-learning information technologies and making of its conceptual model, which is a basis for forming of the normative-technical support consistent with international standards and specifications. The developed methods and tools for systematization of educational information resources are given as well as those of management, evaluation and monitoring of their quality. The framework of the national network infrastructure of systematization and management of information resources in the education is proposed, and the realization’s results of various components of this infrastructure are presented.
In the book iterative process of system engineering of the business information resources management, based on use of system of models is considered. At an analysis stage of requirements the conceptual model of information resources of business in the form of ER-model is developed. In the given work the original notation of ER-diagrams based on use of figures of Microsoft Word 2013. At a design stage is offered the technological model of information resources of business in the form of relational model with use of CASE-means Microsoft Visio 2013. At a realization stage is developed the physical model of information resources of business in the form of a corporate database by use of DBMS Microsoft Access 2013. The Corporate database is created is located on the ASP.NET Web site which is developed with use of Microsoft Visual Studio 2013 and technologies of Master-pages. HTML5-marking of a content, style and thematic registration of a site, Web site programming in language C # and uses of server elements of the Web site are considered.
A model for organizing cargo transportation between two node stations connected by a railway line which contains a certain number of intermediate stations is considered. The movement of cargo is in one direction. Such a situation may occur, for example, if one of the node stations is located in a region which produce raw material for manufacturing industry located in another region, and there is another node station. The organization of freight traﬃc is performed by means of a number of technologies. These technologies determine the rules for taking on cargo at the initial node station, the rules of interaction between neighboring stations, as well as the rule of distribution of cargo to the ﬁnal node stations. The process of cargo transportation is followed by the set rule of control. For such a model, one must determine possible modes of cargo transportation and describe their properties. This model is described by a ﬁnite-dimensional system of diﬀerential equations with nonlocal linear restrictions. The class of the solution satisfying nonlocal linear restrictions is extremely narrow. It results in the need for the “correct” extension of solutions of a system of diﬀerential equations to a class of quasi-solutions having the distinctive feature of gaps in a countable number of points. It was possible numerically using the Runge–Kutta method of the fourth order to build these quasi-solutions and determine their rate of growth. Let us note that in the technical plan the main complexity consisted in obtaining quasi-solutions satisfying the nonlocal linear restrictions. Furthermore, we investigated the dependence of quasi-solutions and, in particular, sizes of gaps (jumps) of solutions on a number of parameters of the model characterizing a rule of control, technologies for transportation of cargo and intensity of giving of cargo on a node station.
