The article deals with the problems of political activity of the Bolsheviks and Left SRs within the framework of the Presidium of the Central Executive Committee II - IV convocations in November 1917 - July 1918. On the basis of documentary sources the article reconstructs the political activities of the Bolsheviks and the Left SRs in the Presidium of the Central Executive Committee, which was an important state body in the two-party system of the Soviet power. The main attention is paid to the process of formation of the Presidium of the Central Executive Committee and its making of political decisions in the period of the two-party system. The article also deals with the changing of composition of the Central Executive Committee Presidium II - IV convocations and its impact on the work of this state institution. On the basis of archival documents in this article analyzes the process of decision-making in the Presidium of the Central Executive Committee. The author came to the conclusion about the existence of a number of time periods in which the interaction between the two parties was more closely, and when it acquired the character of the crisis.
