In the present work there are questions of government cluster’s policy based on the strategic management system. There are determined the instruments of cluster’s policy realization, the role of development institutions in using of different forms of public-private partnership and problems of cluster’s structures creation.
The volume is dedicated to Boris Mirkin on the occasion of his 70th birthday. In addition to his startling PhD results in abstract automata theory, Mirkin’s ground breaking contributions in various fields of decision making and data analysis have marked the fourth quarter of the 20th century and beyond. Mirkin has done pioneering work in group choice, clustering, data mining and knowledge discovery aimed at finding and describing non-trivial or hidden structures—first of all, clusters, orderings, and hierarchies—in multivariate and/or network data.
This volume contains a collection of papers reflecting recent developments rooted in Mirkin's fundamental contribution to the state-of-the-art in group choice, ordering, clustering, data mining, and knowledge discovery. Researchers, students, and software engineers will benefit from new knowledge discovery techniques and application directions.
Monograph contains of a comprehensive research in the field of managing development system of national and international transport corridors (ITC) and devoted to the urgent, but relatively poorly understood and insufficiently covered in the scientific and academic publications the problems of strategic planning, logistics infrastructure and the formation of integrated transport and logistic systems, the organization of multi - and intermodal transportation of cargo in containers to ensure the implementation of export-import and transit potential of Russia in the global system of ITC.
The monograph consists of four interrelated sections. The first section analyzes the history of development and current state of European and Asian ITC passing through the territory of Russia. It is shown that the role of Russia in the development of transit flows of goods in the global system of ITC is prior. The second section is devoted to multi-modal and intermodal freight technologies of the system - and goods movement on the ITC. It addresses the organizational and technological features and the classification of multimodal transport of goods, development trends of intermodal freight containers, justified by the benefits of inter - and multi-modal transportation technologies and their economic efficiency. The main part of the monograph is the third section, in which great attention is paid to strategies for creating major transportation hubs and ports core network of terminal facilities and logistics centers and the formation of integrated transport and logistics systems in the areas of attraction for national and international transport corridors. The final fourth section is devoted to the geopolitical and practical issues of formation in Russia of international transport corridors and issues of national security Russia. The book is designed for a wide range of employees, managers and entrepreneurs of transportation, freight forwarding, industrial and commercial companies, academics and experts in the field of transport economics, foreign trade activities, logistics, distribution and logistics of transport, it can be used by federal and regional governments, researchers, teachers, postgraduates and students of higher educational institutions and economic profile.
This Study was prepared by the United States Agency for International Development (USAID), the Russian Energy Agency (REA), and the United States Energy Association (USEA) under the framework of the U.S./Russia Bilateral Presidential Commission Energy Efficiency Working Group’s Russian/American Smart Grid Partnership Initiative. This study was designed to provide the Russian and American stakeholders with on overarching 360 degree perspective on the major impediments to Smart Grid deployment in the U.S. and Russia. The study doesn’t include recommendation; it only assesses the current barriers that prevent smart grid technology deployment in the United States and Russia. It is organized into two parallel sections, one focusing on the impediments to smart grid technology deployment in the United States and the other on the impediments to its deployment in Russia. A common analytical framework for the study was jointly developed by the U.S. and Russian counterparts to ensure that the studies were parallel in their analyses and the impediments are divided into the following high level main Smart Grid related themes: Smart Grid Concept Markets Efficiency Cross-Subsidy Generation Consumer Participation Behavioral Norms Data & Analytics Smart Grid Investment Environment Education Grid Modernization A parallel series of in-person interviews were conducted in the U.S. and Russia with relevant smart grid stakeholders including government agencies, regulatory officials, infrastructure companies, electric utilities, industry associations, market operators, and research institutions. The interviews ranged 2-3 hours in length. The subjects were informed in advance that their opinions were not for attribution, leading to a candid exchange of opinion. A customized questionnaire jointly developed by the Russian and American expert consulting teams was utilized during each stakeholder interview.

The article considers the processes of progress in production and service sectors and answers the question how and thanks to what service sector of Russian economy left the productive one behind (concerning contribution in GDP of our country). The rates of development of service sector turned out to be so high firstly - as a reason of peculiarities of new Russian economy, which historically was built on the market principles and was developing in conditions of investment resources deficit, secondly - as a reason of system differences between «physical» goods and services as an object of sale. Nowadays Russia faces an unusual symbiosis: effective service companies, operating in hard competitive sphere with average profitability and non-affective from the point of management industrial companies, which thanks to monopolistic pricing have great profitability, providing profits of Russian budget and determining a macroeconomic situation.
