An appeal «We will transform Russia into innovative power !» well be a success only when the national economy will need innovations. The innovation is something which is ready for practical use with quality surpassing that has been already used. The objects of the intellectual rights, in particular, patented inventions, not always are the innovations, but can enter into their structure. Answering to an innovative appeal, - considers E.P.Gavrilov, professor of the chair of the civil law of the Higher university of economy, doctor of law (Moscow, sirill@mail.ru), - it is necessary to accelerate procedure of patent granting and to make to a patent law some amendments, in particular to apply in practice the minimum rates of remuneration for employee' inventions.
