Paper presents an optimal control model with the stocks of two resource: one is the stock of exhaustible resource (groundwater) and the other is the stock of waste water which is a by-product of water use. Waste water could be re-used but this resource has a higher marginal cost than the groundwater. The characteristics of effi cient water consumption vector and dynamics of groundwater and waste water stocks are analyzed under the assumption of limited storage capacity of waste water stocks. The sensitivity of effi cient vectors of exogenous parameters (groundwater stock and its refi ll, marginal cost of renewable substitute) is investigated.
With a view to early detection of statistical instability of water quality, it is necessary to analyze the probability of deviations of parameters under inspection from their most probable values. It is shown the outlook of using in this case time-frame inspection charts enabling to fix with high reliability the exit of the system from sustainable state, and on this basis to make management decisions, such as on the transfer of water management into emergency mode of operation or on the need to find the source of instability.
The chapter studies a dynamic risk model defined on infinite time interval, where both insurance and per-claim reinsurance policies are chosen by the insurer in order to minimize a functional of the form of variation coefficient under constraints imposed with probability one on insured's and reinsurer's risks. We show that the optimum is achieved at constant policies, the optimal reinsurance is a partial stop loss reinsurance and the optimal insurance is a combination of stop loss and deductible policies. The results are illustrated by a numerical example involving uniformly distributed claim sizes.
Dynamic model of efficient allocation of water with three sources of water supply (groundwater, surface water and the recycling technology with limited capacity) is constructed and analyzed. It is shown that in case of binding capacity constraint we can abandon the use of groundwater at some moment and then revert to it some time in future. Efficient path could be decentralized under suitable water tariffs. Comparative analyses of water tariffs for the two users that differ only in terms of the availability of recycling technology are undertaken.

Asset liability management has received much attention lately among other financial mathematics problems. Optimal investment with constraints is a distinctive feature of this class of problems. The paper presents solution of the constrained optimal control problem for a specific market model and optimal criterion. The proposed model has correlated dynamics of assets in a general form and allows for a closed form solution of the problem.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.
