Российская Конституция в развитии: реформа структуры власти и новые парламентские полномочия
The introduction of amendments to the Constitution of the Russian Federation has been a certain taboo for a long time. This taboo was broken for the first time in 2008, when the first two amendments to the Constitution were made. On January 15, 2020, the President of Russia proposed large-scale amendments to the Fundamental Law affecting the functioning of government authorities and certain social guarantees. 22 articles of the Constitution have been amended, and the author performs a political and legal analysis of some of them. In addition, based on the experience of participation in the Expert Council under the Legislative Assembly of the Primorsk Territory, the author highlights proposals for amending and supplementing the bill on amendments to the Constitution brought forward on behalf of the said Council to the working group created by the President of the Russian Federation to prepare proposals for amendments to the Constitution of the Russian Federation. The author concludes that taking into account these proposals, it would be possible to achieve more tangible results from the novelties declared by the President of the Russian Federation in his address to the Federal Assembly.
