Quand Staline mourut le 5 mars 1953, ses compagnons héritèrent d’un passif particulièrement lourd : le pays était enserré dans un système d’oppression et d’esclavage d’une extension et d’un poids considérables en temps de paix. Pour en sortir, Lavrenti Beria, le principal architecte du Goulag sous Staline, proposa à ses collègues une mesure d’urgence : diviser par deux la population carcérale de 2,5 millions de détenus et d’autant le réseau des camps. L’amnistie passée le 27 mars 1953, trois semaines après la mort du dictateur, ouvrit une décennie de libérations massives qui rendirent à la vie civile plusieurs millions de captifs et d’exilés.
