The state budget acts as a mechanism for accumulating financial resources of the state, including in the context of implementing relations between social groups and strata in society. The widespread quarantine measures to prevent the COVID-19 pandemic and the consequences of their introduction on determining the recessive scenario of economic development in the near future have the greatest impact. The level of federal budget revenues is one of the tools for assessing the effec-tiveness of the budgetary policy, especially in the context of declining business activity. As a part of its implementation it is assumed that certain adaptogens are available to ensure sustainability and balance, directly influencing the formation and leveling of the Federal budget falling revenues
