The spread of the new coronavirus infection has updated numerous issues related to the protection of personal data of citizens. These include the processing of traditional personal data for extraordinary purposes (e.g. for the use of “digital passes”), the application of biometric identification to certain categories of individuals, and the possibility of using genetic information. The Russian legislator needs to settle these and other issues based both on foreign experience and on attempts and errors of “coronavirus norm-setting”. The author discovered the number of problems which are consequence of incomplete conceptual framework and consequently incomplete legal regime of traditional personal data, biometric personal data and genetic data.
