The paper explores the financial arrangements for early development and pre-school education, the level of public investment relative to gross domestic product (GDP) and the differences in annual spending per child in different countries. The dependence of pre-school education development through productive public-private cooperation, interaction of the state's partnerships with business representatives to jointly achieve socially significant goals in ensuring that children's pre-school education is increased. The impact on the investment of the age of enrolment of children in pre-school education and transition to primary education, the regime of children in pre-school organizations, as well as differences in the implementation of social support programs for large and low-income families has been carried out. The risks of providing teachers with teaching staff, which can directly affect the results of the quality of pre-school education, are assessed.
