БАЗОВЫЕ ФРЕЙМВОРКИ ИКТ-КОМПЕТЕНТНОСТИ В СТРУКТУРЕ ПРОФЕССИОНАЛЬНОГО СТАНДАРТА УЧИТЕЛЯ
The paper provides a detailed review of the issue of basic frameworks underlying the development of professional standards for teachers in the part referring to ICT competency. We focus on a case of designing an ecosystem of the ISTE association community which is based on the lifecycle of standards for students, educators, coaches, computer science educators and school administrators. We analyse the mechanism of transforming the ICT competency standards into educational policies on the basis of the approach proposed by UNESCO. Also, we explore the mechanisms of translating the frameworks of the teacher’s ICT competency standards into national educational systems.
The monograph is devoted to the modern approach in developing professional personnel standards of the enterprises. The authors offer various methods of professional standards development that are measured and accurate. Professional standards meet the current needs of Russian enterprises; consistent with the requirements of the International quality standard ISO 9001:2015 and clarify professional standards of the Ministry of labor and social protection of the Russian Federation. The article is devoted to a new type of educational programs that are formed at the intersection of higher and secondary education. Education as an institute is seen as an instrument of social stratification of society. The authors analyze the major developments of education as an institute, for instance differentiation between of academic and vocational educational programs and the creation of programs of production a “Homo habilis” — a skilled performer. Changes in the vocational education system are considered in the light of the introduction of the new educational standards FSES 2011 (Federal State Educational Standards).
Based on the data of comparative educational statistics, the international university ranking results (Webometrics) and the analysis of the problems of updating the educational standards of the Russian Federation, the three main aspects of inequality in Russian higher education consider revising: student elitism; the low quality of mass higher education; weak interaction of higher education and the labor market. Institutions affect investment decisions, including investments in human capital. Hence institutions are relevant for the allocation of talent. Good market-supporting institutions attract talent to productive value-creating activities, whereas poor ones raise the appeal of rent-seeking. We propose a theoretical model that predicts that more talented individuals are particularly sensitive in their career choices to the quality of institutions, and test these predictions on a sample of around 95 countries of the world. We find a strong positive association between the quality of institutions and graduation of college and university students in science, and an even stronger negative correlation with graduation in law. Our findings are robust to various specifications of empirical models, including smaller samples of former colonies and transition countries. The quality of human capital makes the distinction between educational choices under strong and weak institutions particularly sharp. We show that the allocation of talent is an important link between institutions and growth.

At present many industries reveal tendency for setting up of vertically integrated companies (VIC) the structure of which unites all technological processes. This tendency proved its efficiency in oil industry where coordination of all successive stages of technological process, namely, oil prospecting and production -oil transportation - oil processing - oil chemistry - oil products and oil chemicals marketing, is necessary. The article considers specific features of introduction of "personnel management" module at enterprises of oil and gas industry.
