The article investigates the public-state partnership, in which the society by its own forces and means is included along with the state, in the creation of public goods and services. The impact of such practices on the quality of public administration and public welfare, depending on the state of institutions, including the accountability of government to society, and on the stock of social capital, is discussed. The conclusions of the theory of public-public partnership are interpreted in the light of Russian realities, where the participation of society in the co-production of public goods and services becomes widespread.
The paper demonstrates the potential of the stochastic frontier-based methods of performance assessment of non-profit associations. They are commonly used for productivity analysis and could serve as an adequate tool for such assessment, especially when dealing with numerous non-profits pursuing identical and clearly identified objectives. A case in point are homeowners associations (HOA), which are formed within apartment buildings to manage common property. Data was collected by a survey of 82 HOAs in Russias national capital Moscow and a large industrial city of Perm. Different techniques and robust checks are applied, exogenous parameters that influence HOA efficiency are revealed. Among those, physical conditions of the housing stock and ability of tenants to resolve the collective action problem in operating housing infrastructure were shown to be of primary importance. Overall, HOA, despite of their appeal and successful performance in developed nations, are not necessarily a superior option in countries and societies where civic capacity is in short supply, and housing stock suffers from wear and tear.
The article examines differences between two Russian regions – Moscow and Bashkortostan – through the following socio-psychological indicators: perceived social capital, trust, civil identity, life satisfaction, and economic attitudes.
The book includes proceedings of the conference “Business. Society. Human” (October 30–31, 2013, Moscow) organized by National Research University Higher School of Economics. The purpose of the conference: interdisciplinary analysis of actual problems of studying business in the social sciences: the relationship between business and society; social capital and trust; business and corporate culture; individual, group and organization in business; problems and prospects of business education and business consulting, etc. The book present the results of researches of trust and social capital carried out in various countries in Europe, Asia and in Russia. Authors are well-known sociologists, psychologists and economists. The results of these researches were presented at the conference. The papers are published as they were submitted by the author.
The general aim of this thesis is to explore the gendered and classed nature of social work and social welfare in Russia to show how social policy can be a part of and reinforce marginalisation. The overall research question is in what ways class and gender are constructed in Russian social work practice and welfare rhetoric through Soviet legacies and contemporary challenges? In addition, which actors contribute to the constitution of social work values and how this value system affects the agency of the clients? This study focuses on contradictory ideologies that are shaped in discursive formations of social policy, social work training and practice. It is a qualitative study, containing fi ve papers looking at this issue from three different perspectives: policy and institutions, culture and discourse, actors and identity. The data collection was arranged as a purposive–iterative process. The empirical material consists of qualitative interviews with social work practitioners, administrators and clients, participant observations in social services and analysis of documents of various kinds.
The author elaborates that in the transition from a previous political system into a liberal democracy, there is an ever-present threat of the encroachment of authoritarianism into the democratization agenda. This chapter argues that the conditions for “authoritarian syndrome” can be found in the form that democratization takes and in the culture of a given transitional state. The focus here is on the latter and on the social, political, and economic dynamics that can lead a transitional society to reject democratization. Russia, a transitional state where echoes of authoritarianism and great power aspirations are always on the surface of politics, is presented as a case study.
The book’s stated objective is to uncover context, “how social capital interacts with social institutions.” It is part of a new wave of research on social capital that, dissatisfied with both macro analyses limited to societal patterns and micro analyses limited to actors’ conditions, seeks to understand the operation of networks at the meso-level: how institutions and organizations structure the transfer of resources across networks. It purports to make both theoretical and methodological contributions, the first by developing the concept of “institutional logics,” the latter by “casting diverse contextual settings as ‘generators’ of social relations”, and studying these contexts from multiple methodological perspectives. Institutions affect investment decisions, including investments in human capital. Hence institutions are relevant for the allocation of talent. Good market-supporting institutions attract talent to productive value-creating activities, whereas poor ones raise the appeal of rent-seeking. We propose a theoretical model that predicts that more talented individuals are particularly sensitive in their career choices to the quality of institutions, and test these predictions on a sample of around 95 countries of the world. We find a strong positive association between the quality of institutions and graduation of college and university students in science, and an even stronger negative correlation with graduation in law. Our findings are robust to various specifications of empirical models, including smaller samples of former colonies and transition countries. The quality of human capital makes the distinction between educational choices under strong and weak institutions particularly sharp. We show that the allocation of talent is an important link between institutions and growth.
How seriously does the degree of trust in basic social and political institutions for people from different countries depend on their individual characteristics? To answer this question, three types of models have been estimated using the data of the fifth wave of the World Value Survey: the first one based on the assumption about a generalized relationship for all countries, the second one taking into account heterogeneity of countries (using introduction of the country-level variables), the third type applying a preliminary subdivision of countries into five clusters. The obtained results have been used for suggestion of possible actions to increase public confidence in the basic institutions.
