The urgency and purpose. Low level of financial capability is an actual problem of modern society. This problem directly effects on economic and social growth. Russian and foreign companies confirm that Russians have a low level of financial capability. Based on the Standard&Poors research findings was identified that only 38% of Russians have a high level of financial capability. The evaluation of real life issues in Russia and foreign countries shows that raising of financial capability level should have a complex approach. Within the frame of current research the site ProFin was developed. The goal of site is to increase people's financial capability. The site was tested on the target group and on potential group of users. Based on the test results there were defined pros and cons of the site and some recommendations for improving site were declared too. The purpose of this study – the development of tools to improve the financial literacy.
Methods. The research was designed website "ProFin" to improve the financial literacy of the population. Website Modeling was performed on the Wix platform - software for creating and designing websites.
Results. Website "ProFin" includes all the main sections of the site: home page, news and contacts. Unique sections "ProFin" Web Site are: analytical unit "Comparison of banks," which allows users to compare the financial performance of commercial banks. The section "Helpful Hints" provides important useful information to existing or future users of banking products and services. The website also posted an interactive calendar of events, allowing website users to know about the events and seminars on financial literacy in the lives’ region.
Conclusions. This tool has been tested on the target groups and potential users of the portal. According to the test results were identified advantages and disadvantages of the portal, as well as recommendations on further development of the website.
In this paper the authors describe how they have developed and introduced into the university curriculum the course “Smart City – information infrastructure and management”, aimed to study values and principles of decision-making and technologies of creating Smart City with strong support of leading IBM IT-solutions.
The paper describes the development of a portal about development and use of tools based on the (meta) modeling (using DSM, DSL, etc.). The architecture of a portal, information retrieval subsystem and document management are described.
The purpose of the portal is the creation of "selfdeveloping" resource, which provides intelligent search and automatic processing of the results (documents and sources), easy navigation on the found resources. Implementation is based on the ontologies approach.
The main feature of suggested methods is an integrated approach to development. The approach bases on a multi-level ontology repository. The portal allows searching and analyzing information, creating and researching model, publishing research results. Software gives an opportunity of a flexible customizing. The main topic of this paper is an intelligent information search means based on semantic indexation, automatic document classification, tracking of semantic links between documents and automatic summarization.
National Research University – Higher School of Economics (Moscow) and author has been researching the leasing market of Russia for 18 years. Particular attention in the article presents the dynamics that characterizes the development of market in the country by value of new contracts, the largest leasing portfolios, calculated author of segmental structure of the leasing market and regional structure. This article presents the results of the econometric analysis of the relationship of the value of new contracts with the amount of advances, terms of contracts and lease rate per cent. Exploring the structure of financing of leasing operations, the author has developed a new approach to determining leverage leasing projects.
The article examines trends in fundraising of small industrial enterprises in Russia. There is an analysis of existing financial instruments of state support of small industrial companies, advantages and disadvantages. Despite the fact that an active government policy the past few years has greatly improved the ability of small industrial companies to attract the necessary funding, an imbalance in the amount of financial support at various stages of company development was revealed.
The paper presents an opinion of one of the architectures of the «500 Days Reform» interviewed by the Editor- in-Chief, «ECO» Monthly. The author finds that the reform has not solved its key objective such as to increase the efficiency of our economy.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
The article is devoted to the study of the authoritarianism prevalent in the mass consciousness of Russians. The article describes a new approach to the consideration of the authoritarian syndrome as the effects of the cultural trauma as a result of political and socio-cultural transformation of society. The article shows the dynamics of the symptoms of the authoritarianism, which appear in the mass consciousness of Russians from 1993 to 2011. This paper proposes a package of measures aimed at reducing the level of the authoritarianism in Russian society.
This work looks at a model of spatial election competition with two candidates who can spend effort in order to increase their popularity through advertisement. It is shown that under certain condition the political programs of the candidates will be different. The work derives the comparative statics of equilibrium policy platform and campaign spending with respect the distribution of voter policy preferences and the proportionality of the electoral system. In particular, it is whown that the equilibrium does not exist if the policy preferences are distributed over too narrow an interval.
The article examines "regulatory requirements" as a subject of state control over business in Russia. The author deliberately does not use the term "the rule of law". The article states that a set of requirements for business is wider than the legislative regulation.
First, the article analyzes the regulatory nature of the requirements, especially in the technical field. The requirements are considered in relation to the rule of law. The article explores approaches to the definition of regulatory requirements in Russian legal science. The author analyzes legislation definitions for a set of requirements for business. The author concludes that regulatory requirements are not always identical to the rule of law. Regulatory requirements are a set of obligatory requirements for entrepreneurs’ economic activity. Validation failure leads to negative consequences.
Second, the article analyzes the problems of the regulatory requirements in practice. Lack of information about the requirements, their irrelevance and inconsistency are problems of the regulatory requirements in Russia.
Many requirements regulating economic activity are not compatible with the current development level of science and technology. The problems are analyzed on the basis of the Russian judicial practice and annual monitoring reports by Higher School of Economics.
Finally, the author provides an approach to the possible solution of the regulatory requirements’ problem. The author proposes to create a nationwide Internet portal about regulatory requirements. The portal should contain full information about all regulatory requirements. The author recommends extending moratorium on the use of the requirements adopted by the bodies and organizations of the former USSR government.
