Rationale for some directions of the development of resource territories: the complex "meso-level" problem
The article presents an approach to the analysis and evaluation of integrated investment projects, which consist of infrastructure facilities and industrial clusters allocated to poorly developed areas rich in natural resources. This study shows the feasibility of a public-private partnership during the construction of infrastructure facilities in order to minimize the risks and maximize the benefits.

Principal possibilities of creation of industrial systems with high degree of an effective use of raw material and the power resources providing reception of qualitative products with the minimum cost price and with almost total absence of emissions of ecologically dangerous components in atmosphere and hydrosphere are considered.
Business activity in the Russia's Arctic will not grow only due to domestic investment. Government assistance will be aimed to obtain the highest effects for the domestic economy by regulating subsoil use. Having experienced a boost in the technological development in mineral sectors in Norway and Canada demonstrate how necessary it is to have a consistent policy for science and technology; to strengthen the role of the government as a customer who encourages new technological solutions and innovative products; to stick to pragmatic involvement of local industrial, service and innovation companies.

The article deals with different priorities of economic activities in the Arctic. The role and the place of extractive industry in different countries are analysed. It is shown that the main emphasis in the modern Arctic economic is shifted to socio-economic return not only economic efficiency of projects itself. To be leader in Arctic development means not to implement ambitious projects but provides solutions in line with the sustainable functioning of the fragile and unique environment of “high latitudes”.
