The nature of European imperialism during the "long nineteenth century" is still contested. Although the shadows of the old polemic framed by Schumpeter and Lenin's diametrically opposed positions are still occasionally cast upon the discussion, more recent appraisals of European imperialism have emphasized its relationship to both the consolidation of liberalism in Europe and attempts to globalize the economies and value systems of European nation states. Given this new line of inquiry, the exact relationship between the various forms of liberalism in Europe and the various imperial projects of Europe have yet to be scrutinized. Was there an overarching European project of liberal imperialism or were there overriding regional and national differences that differentiated the imperialism/s of the various European states? Did the contours of the domestic struggles between liberals and non-liberals (particularly conservatives and socialists) as well between different types of liberals leave a significant imprint on the expansionist policies of European states or was there a national consensus that eroded party lines on issues of foreign policy? What was the social composition of the supporters of empire in civil society? Is it possible to speak of a popular movement for empire? In this state-of-the-field anthology, leading scholars in the fields of European imperial history and intellectual history explore these questions and more, in order to thoroughly investigate the phenomenon of "liberal imperialism."

Stateness is the capacity of the state to exercise its fundamental functions. The collapse of the socialist system prompted the former USSR countries to „re-invent‟ their stateness. The paper focuses on factors that impede or smooth stateness transformations in post-socialist countries. First, the paper examines internal and external factors of state formation in our selected countries. Next, it introduces empirical research vehicles and empirical findings that present alternative patterns of stateness and outcomes of state formation. The paper concludes with a detailed review of certain cases that may be considered prototypes of state formation for the post-Soviet countries.

This paper deals with a model of economic growth, which we expand to include endogenous policy switching based on retrospective voting. It is shown that under certain conditions the solution has a special form that we call a cyclically balanced growth path. This type of solution is an analogue to balanced growth paths, which often occur in growth models with constant policies. Cyclically balanced growth paths are investigated analytically, and the growth rate over the cycle has been found. Results of numerical experiments are also provided and possible empirical applications of the model are outlined

The relationship between stateness and state capacity, on the one hand, and political regimes and their dynamics, on the other, has received increasing attention in comparative politics in recent years. Though empirical research does not provide consistent findings, arguments currently under discussion vary from “stateness first” (democratization only after effective state-building) to “building or rebuilding the ship of state while at sea” (state-building and democratization as complements). Several studies reveal a J-curve link connecting autocracy and democracy to levels of state capacity, implying that autocratic regimes have higher state capacity than hybrid ones. This paper questions these claims and reveals that democratization may start at low levels of state capacity, although democratic consolidation occurs at high levels of state capacity. Using a post-Communist sample, we reveal no J-shaped relationship between state capacity and political regime. We also show that state capacity does not remain unchanged in periods of social and political upheavals and its dynamics in numerous cases stipulate changes in the level of democracy. Particular patterns of this relationship are discussed in the paper in the context of clusters of post-Communist regime transformations.

The paper explores the relationship between economic growth and democratization at both theoretical level and within the context of China’s political reality. It is demonstrated that such relationship is neither linear nor stable, but is rather contingent and variable. There are no scientifically-proved reasons to argue that economic growth leads to democratization, or that democratization helps economy grow. There is nothing surprising that China is successful in reforming its economy without democratizing its political system. It is premature to expect a growthdriven democratization in China. Conversely, it is unjustified to assume that democracy is needed for China’s further economic growth.

This book seeks to “re-think democracy.” Over the past years, there has been a tendency in the global policy community and, even more widely, in the world’s media, to focus on democracy as the “gold standard” by which all things political are measured. This book re-examines democracy in Russia and in the world more generally, as idea, desired ideal, and practice. A major issue for Russia is whether the modernization of Russia might not prosper better by Russia focusing directly on modernization and not worrying too much about democracy. This book explores a wide range of aspects of this important question. It discusses how the debate is conducted in Russia; outlines how Russians contrast their own experiences, unfavourably, with the experience of China, where reform and modernization have been pursued with great success, with no concern for democracy; and concludes by assessing how the debate in Russia is likely to be resolved.

The article deals with the processes of building the information society and security in the CIS in accordance with modern conditions. The main objective is to review existing mechanisms for the formation of a common information space in the Eurasian region, regarded as one of the essential aspects of international integration. The theoretical significance of the work is to determine the main controls of the regional information infrastructure, improved by the development of communication features in a rapid process.The practical component consists in determining the future policies of the region under consideration in building the information society. The study authors used historical-descriptive approach and factual analysis of events having to do with drawing the contours of today's global information society in the regional refraction.
The main result is the fact that the development of information and communication technologies, and network resources leads to increased threats of destabilization of the socio-political situation in view of the emergence of multiple centers that generate the ideological and psychological background. Keeping focused information policy can not be conceived without the collective participation of States in the first place, members of the group leaders of integration - Russia, Belarus and Kazakhstan. Currently, only produced a comprehensive approach to security in the information field in the Eurasian region, but the events in the world, largely thanks to modern technology, make the search for an exit strategy with a much higher speed.
The article contributes to the science of international relations, engaging in interdisciplinary thinking that is associated with a transition period in the development of society. A study of current conditions in their relation to the current socio-political patterns of the authors leads to conclusions about the need for cooperation with the network centers of power in the modern information environment, the formation of alternative models of networking, especially in innovation and scientific and technical areas of information policy, and expanding the integration of the field in this region on the information content.

The emergence of the Tea Party movement in recent years has shown that under the surface of mainstream political life in the USA there exists a different layer of ideas, which cannot be satisfactorily described in terms of the Republican/Democrat dichotomy. These ideas have their origins in the foundation of the American Republic, which owes a lot to ancient and mediaeval political theory. In the twentieth century there was a revival of these ideas in the form of the so-called “paleoconservative” movements which rediscovered their ancient and mediaeval heritage. This paper focuses on one of them, the Southern Agrarian movement, as exemplary of this radical intellectual project.

Gerrymandering – the artful and partisan manipulation of electoral districts – is a well known pathology of electoral systems, especially majoritarian ones. In this paper, we try to give theoretical and experimental answers to the following questions: 1) How much biased can the assignment of seats be under the effect of gerrymandering? 2) How effective is compactness as a remedy against gerrymandering? Accordingly, the paper is divided into two parts. In the first one, a highly stylized combinatorial model of gerrymandering is studied; in the second one, a more realistic multiobjective graph-partitioning model is adopted and local search techniques are exploited in order to find satisfactory district designs. In a nutshell, our results for the theoretical model mean that gerrymandering is as bad as one can think of and that compactness is as good as one can think of. These conclusions are confirmed to a large extent by the experimental results obtained with the latter model on some medium-large real-life test problems.
