Россия и Испания во второй половине XIX века: конфронтация, диалог или альянс?
The article deals with the restoration of Spanish-Russian diplomatic relation after declaring by Russia in 1836 the ascension of Isabel II unlawful and severing diplomatic relations until 1856. The author studies the crucial questions of these relations in the second half of the 19th century, taking into account the missions of such Russian and Spanish diplomats, as Mikjail Golytsin, Mariano Osuna and Mikhail Gortchakov.
The collection includes articles on various aspects of Russian- American relations, the history of the United States late XVIII - early XX centuries. The first part examines the activities of individual diplomatic representatives of this period are analyzed shapedin the XIX-XX centuries. images of the two countries can be traced stages and directionsterritorial U.S. expansion in the late XVIII-XIX centuries. We study the problems of theeconomic history of Russia and America, mediation of President Theodore Roosevelt duringthe Russian -Japanese war. The second part of the book is devoted to the political problems of U.S. history. Cultural ties between the two countries - the subject of our studies of the third part. Collective work is designed for professionals , teachers, students and anyone interested in the history of Russia and America.
In the article the basic provisions of the first of ten “Lectures on Political Right” read in Ateneo of Madrid by outstanding Spanish conservative political philosopher of the 19th century Juan Donoso Cortés in 1836–1837s is conceptualized. In this “Lecture” Donoso formulates his own, as he calls it, “the general theory of government” and focuses on “the mission of the representative government,” defending the young Spanish constitutional monarchy, which turned in a vice between two extremes: the liberal bourgeois revolutionary movement (the party of progressists) on the left and clerical absolutist movement (“Carlists”) on the right. In his “Lecture” Donoso opposes two laws: “law of the individual” and “association law,” which in the future should be synthesizes, like Hegel’s opposites, in the “prolific unity.” The “Lecture” contains broad historical generalizations which are an integral feature of Donoso’s philosophical style and can be defined as a philosophy of history. The paper also considers two classic interpretation of the “Lectures” and its arguments proposed by the Spanish political philosophers of the 19–20th centuries, thus solving one of the key question concerning Donoso’s general ideological and value evolution: what type of conservatism he belongs to on the stage of 1836–1837: liberal conservatism or traditionalism?

We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
This article is talking about state management and cultural policy, their nature and content in term of the new tendency - development of postindustrial society. It mentioned here, that at the moment cultural policy is the base of regional political activity and that regions can get strong competitive advantage if they are able to implement cultural policy successfully. All these trends can produce elements of new economic development.
