This volume examines the complex international system of the twenty first century from a variety of perspectives. Proceeding from critical theoretical perspectives and incorporating case studies, the chapters focus on broad trends as well as micro-realities of a Post-Westphalian international system. The process of transformation and change of the international system has been an ongoing cumulative process. Many forces including conflict, technological innovation, and communication have contributed to the creation of a transnational world with political, economic, and social implications for all societies. Transnationalism functions both as an integrative factor and one which exposes the existing and the newly emerging divisions between societies and cultures and between nations and states. The chapters in this volume demonstrate that re-thinking fundamental assumptions as well as theoretical and methodological premises is central to understanding the dynamics of interdependence.
The paper explores the evolution of trade and economic relations between Russia and Myanmar in 1948-2018. The author compares the quantitative and qualitative characteristics of Myanmar cooperation with China, India and Russia, highlighting their features and prospects. Summarizing the results, the author states that, despite the currently modest volumes of trade and investment, the potential for developing foreign economic relations between Russia and Myanmar is very high. However, Myanmar is an important link in the regional strategies of China and India, which also belong to the BRICS and the SCO. Therefore, it is impossible for Russia to build its political and economic ties with Myanmar without taking these aspects of regional relations into account.
The article deals with results of the scientific seminar on "Legal Aspects of the BRICS", held in St. Petersburg with the participation of law professors from universities in the BRICS countries. They are represented in the collection of articles with the same title. The author presents the conclusion about the necessity of comparative studies of legal systems of the BRICS countries for the successful cooperation in the framework of the BRICS group, notes the potential of a harmonization of the legal regulation of all spheres of cooperation, besides of the use of the international law.

Thе article is dedicated to the Roman legal concept of "empire" and its importance for the development of Russian state. Particular attention is paid to the reasons of conclusions and to the analysis of the content of the first Russian-Chinese Treaty (Treaty of Nerchinsk) of 1689.
The Soviet assistance to the leading political forces in China, including the Guomindang, has been always an object of numerous discussions. Soviet/Russian historians tend to emphasize its major importance for the political development of China, but their Chinese counterparts belittle its significance quite often. Why is it still difficult to evaluate the quantity and the quality of this assistance? What criteria should be used for its objective assessment? These questions are answered in the book by the historian and sinologist Alexander Yurkevich (the National Research University “Higher School of Economics”, Moscow). Judging from documents (some of them have never been known) the author shows why and how Moscow’s assistance to the Guomindang in the 1920’s with advisers, finance and material supplies did not become an instrument of the Moscow plans in China, but rather helped the Guomindang undermine these plans and form its own strategy of the unification of China.

We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
